Free to Leave: Why Cryptographic Mobility Matters in the Quantum Era

For decades, moving away from an HSM vendor has often meant costly application changes, operational disruption, and renewed dependence on proprietary technology. As organizations prepare for the post-quantum era, they must look beyond adopting new algorithms and ask a more fundamental question: Will we remain in control of our cryptographic future?

Two concepts are essential to answering that question: crypto-agility and cryptographic mobility. Crypto-agility is the ability to adapt to evolving algorithms, standards, and security requirements without major disruption. Cryptographic mobility is the freedom to move keys, applications, and cryptographic workloads across platforms and vendors without prohibitive cost, complexity, or loss of control. Agility enables organizations to change their cryptography; mobility ensures they can change the infrastructure and vendors on which it depends.

Both are essential, but agility alone is not enough. An organization may be able to adopt post-quantum algorithms and still remain locked into a vendor’s ecosystem. The quantum transition presents a rare opportunity to rethink that dependency and demand cryptographic infrastructure designed for both adaptability and freedom of choice.

Drawing on decades of experience in HSM design and cryptographic infrastructure, Bruno Couillard, CEO and co-founder of Crypto4A and the original architect of the Luna HSM, explores what organizations should demand from their HSMs to preserve control, choice, and negotiating power throughout the next decade.

The quantum transition is coming. Vendor lock-in should not come with it.
